This is my brother Luis Miguel Salinas. Luis has spent all of his youth in prison for a crime he did not commit. Please take the time to read his story and share.

 On January 29, 2005 Luis was arrested for attempted murder in the Westlake District of Los Angeles. Rampart division officers, infamous for the Rampart scandal where corrupt CRASH unit officers committed crimes and framed gang members, made the arrest.

He was at the wrong place at the wrong time.

The real shooter was a neighborhood friend who saw Luis parked in a driveway where he later jumped in his car.

Luis and Hector were both arrested however Hector was given a DA reject within 72hrs.

Luis went to trial in November 2005, resulting in a hung jury. A witness and an officer contradicted one of the officers testimonies, which caused jurors to question said officers credibility.

His 2nd trial was in March 2006 where he was convicted and sentenced 44 years to life in prison. 9yrs for attempted murder, 10yrs for gang enhancements, and 25 to Life for gun enhancements.

There was no physical evidence, no eyewitness testimony, no gun recovered, no gunshot residue found on Luis’s hands, only the testimony of Rampart officers saying the victim had ID’d Luis in an infield show up.

A line up was conducted and the victim did not identify Luis in LA county jail.

Luis maintained his innocence refusing to take any plea bargains and went to trial twice hoping the truth would come out.

He didn’t want to lie to save himself, he didn’t know what happened, he just knew Hector jumped in his car and told him to take off. Its been nearly 18 years behind bars.

Recently, Hector confessed and told his side of the story. The same goes for a female friend that was sitting in the car with Luis at the time of the incident. She was a witness that could testify on Luis’s behalf, but because she was illegally in the country and feared Rampart officers would retaliate against her and have her deported, she did not come forward.

The victim in the case to this day says that Luis did not shoot him.

Luis is innocent and the proof exists to clear his name.

Please help bring attention to Luis’s case so that District Attorney Gascon and the Conviction Integrity Unit will review his case.
